MMR is India's largest metro labour market (23.6 mn people in 2011) and holds about 11% of India's GCC talent, mostly in BFSI. Long commutes break the region into separate corridors, and its GCC talent share is lower than Bengaluru's, so it scores 4.
Connectivity
BOM handled 55.5 mn passengers in 2025, including 16.3 mn international. NMI opened in Dec 2025. The region has 12 subsea cable landings, about 101 km of metro and 6.2 mn daily suburban rail riders. These outweigh the thin US nonstop service.
Cost advantage
Mumbai is India's most expensive office market and among the costliest for salaries and housing. Navi Mumbai and Thane are cheaper, but the region still scores lowest on cost.
State incentives
The Maharashtra GCC Policy 2025 (approved 30 Sep 2025) is GCC-specific. It offers capital or rental assistance, stamp-duty, property-tax and power-tariff relief, extra FSI, reserved MIDC land and 24x7 operations, plus a Navi Mumbai GCC park. It is strong but not differentiated for Mumbai versus the rest of Maharashtra.

MMR covers about 6,328 sq km and has 9 municipal corporations (Greater Mumbai, Thane, Kalyan-Dombivli, Navi Mumbai, Ulhasnagar, Bhiwandi-Nizampur, Vasai-Virar, Mira-Bhayandar and Panvel), according to MMRDA. The suburban rail network (about 6.2 million daily riders in 2022-23) is what makes the region work as a single labour market. Even so, commute times are long, and GCC clusters (BKC, Powai, Andheri-Goregaon, Thane, Airoli-Navi Mumbai) recruit largely from their own corridor. Pune, about 150 km away, is both a competitor for talent and a source of it. The feeder-city list is an editorial judgement, not taken from a source.

Maharashtra Global Capability Centre (GCC) Policy 2025 in force
The Maharashtra cabinet approved the policy on 30 September 2025. It was notified by GR No. GCC-2025/Pr.Kr.114/Udyog-2 dated 3 November 2025, is valid for five years (to FY 2029-30), and the operational guidelines followed by GR No. GCC-2025/Pr.Kr.320/Udyog-2 dated 19 August 2026. Zone I is the Mumbai and Pune Metropolitan Regions; Zone II is the rest of the state (Nagpur, Nashik, Chhatrapati Sambhajinagar, etc.). Units qualify as Small, Medium, Large, Mega or Ultra-Mega by fixed capital investment (from INR 50 crore) or direct employment (from 100). Each unit picks capital subsidy or rental assistance, not both, and also gets payroll, power, R&D and other incentives. Zone II gets richer rent and payroll rates plus an interest subsidy. BPOs, call centres and pure sales entities are excluded. Total state incentives are capped at 100% of FCI (IPS cap). For pure-rental units with no FCI, the guidelines limit total incentives to twice the first-year annual rent.

Limited to 100 employees per GCC a year and INR 5 crore per GCC a year. The guidelines count only Basic plus HRA as salary. Each employee's subsidy is capped at "up to INR 50,000 per employee", but neither the policy nor the guidelines say whether that is per month or per year, so per_employee_inr is null. The INR 5 crore annual cap would only bind if it is per month. Diversity bonus: units with at least 50% diversity hiring (women and persons with disability) get an extra 10%. The policy says this is up to INR 60,000 per employee per month; the guidelines say up to INR 55,000 per employee. The two documents conflict. Payment is staggered 30% / 30% / 40% of each year's entitlement, and the full amount depends on keeping the committed headcount for three years.
