IIT Madras is NIRF #1 overall (2019-2025). Tamil Nadu has 17 NIRF top-100 institutions (the most of any state), 123 AICTE UG engineering institutes in the metro districts, ~6.2 lakh UG pass-outs a year statewide and a GER of 52.3.
Labour catchment
The 8.65 mn UA (2011) and 2.1 lakh GCC professionals give a deep mid and senior base (Zinnov), fed by high-GER Tier-II cities in the state. Smaller in absolute talent than Bengaluru or Delhi-NCR.
Connectivity
There are 23 mn airport passengers, a 54 km metro with Phase 2 opening from Oct 2026, India's #2 data-centre market and 5 cable landings. However, only two nonstop Europe routes, no US flights, and the second-airport plan was scrapped.
Cost advantage
Tier-1 salaries and rents sit below Bengaluru and Mumbai, with a large 120 mn sq ft Grade-A stock and 42 mn sq ft pipeline. Costs are comparable to Hyderabad and Pune, and higher than Tier-II.
State incentives
Tamil Nadu's Special Scheme for GCCs (Apr 2024 to Mar 2027) gives a payroll subsidy of 30/20/10% for jobs costing Rs 1 lakh+ a month (200+ hires, Forbes G2000/Fortune 1000), capital support and the R&D Policy 2022. Adds GCC One single-window and 2026 corridor FSI. There is no standalone GCC policy, and the scheme ends in Mar 2027.

GCC count went from 150 (2021) to 305 (2024/25) to 400+ (2026), with 60 new GCCs in 2024 (the most of any city). GCCs took 55% of H1 2026 absorption, and Walgreens signed in Sep 2026. Bengaluru and Hyderabad still lead in absolute additions.

NIRF 2025: IIT Madras ranked #1 overall for the 7th straight year and has topped Engineering every year since 2016. The commute belt runs along OMR (the IT corridor), GST Road and Mount–Poonamallee Road into Chengalpattu, Kancheepuram and Tiruvallur districts, which together hold most of the region's AICTE engineering colleges. Tamil Nadu's GER (52.3, AISHE 2023-24) means a deep in-state pipeline, and Tier-II cities (Coimbatore, Madurai, Trichy, Vellore) feed Chennai through migration. The state launched GCC hubs in those four cities in Aug 2025. Special Scheme to Promote Global Capability Centres (GCCs) in Tamil Nadu in force
Tamil Nadu has no standalone GCC policy. It has a dedicated GCC payroll-subsidy scheme, issued under G.O. (Ms.) No. 34, Industries, Investment Promotion & Commerce (MIB.1) Department, dated 12 March 2024, after the 2024-25 Budget Speech. The scheme runs from 1 April 2024 to 31 March 2027 and covers at most 50 GCCs. It pays a payroll subsidy of 30%, 20% and 10% in years 1 to 3 on high-paying jobs at new GCCs. Applications go through Guidance Tamil Nadu and the Inter Departmental Committee; the Commissioner of Investment Promotion sanctions the subsidy and SIPCOT pays it. The scheme is statewide; the budget announcement also said the State would help set up GCCs in Coimbatore and Madurai. Guidance Tamil Nadu's GCC sector page points to the Tamil Nadu R&D Policy 2022 as the other support route for GCCs. Those R&D incentives are not modelled here.
